By reason of My proximity, Prakriti produces all this, the moving and the unmoving; the world wheels round and round, O son of Kunti, because of this.

A real, working system is described here, not one single hand doing every single thing personally.

Material energy is named as the real, active mechanism carrying out creation under direction, not a separate, competing force. The two are described as working together, not apart.
